<p style="text-align: justify;">La  Comunidad Qom ecibió de parte de la Escribanía General de Gobierno la escritura comunitaria que acredita la propiedad de los terrenos que ese pueblo originario ocupa hace más de 20 años en el barrio Islas Malvinas de La Plata.</p>
<p style="text-align: justify;">El acto, realizado en la sede de la Escribanía, dependiente del ministerio de Justicia bonaerense, permitió la adjudicación en forma gratuita del título de Propiedad Comunitaria a la Comunidad NAM QOM perteneciente al Pueblo Toba QOM, la primera de este tipo en la provincia de Buenos Aires.</p>
<p style="text-align: justify;">El lote ocupa una manzana en las calles 25 y 36, 151 y 152 de La Plata y ahora será dividido en 29 terrenos, que no podrán ser embargados, ejecutados, como tampoco ser vendidos, arrendados o transferidos. Deberán ser destinados a la explotación agropecuaria, forestal, minera, industrial o artesanal.</p>
<p style="text-align: justify;">Ante la presencia de muchas de las familias de la Qom,comunidad Toba de La Plata, la Escribana General de Gobierno, <strong>María Eva Guida</strong> dijo que “estamos ante un momento histórico, porque es la primera escritura a favor de un pueblo originario en la Provincia de Buenos Aires, que reconoce derechos a la comunidad QOM y que permite un mayor arraigo para una mejor calidad de vida de esas familias que ahora tendrán también una mayor seguridad jurídica”</p>
<p style="text-align: justify;">El <strong>Cacique Rogelio César Canciano</strong> representante de la comunidad QOM de La Plata destacó la adjudicación de esta escritura de propiedad: “Este es el resultado de golpear puertas de los distintos gobiernos, pero hoy nos han escuchado. Es algo histórico porque tenemos nuestra escritura, nuestro título de propiedad, hace más de 20 años que esperábamos esto”</p>
<p style="text-align: justify;">Esta restitución, que es la primera, se da en el marco de la Ley 23.302 de creación de la Comisión Nacional de Asuntos Indígenas, a la que la Provincia adhiere por medio de la Ley Provincial 11.331.</p>
<p style="text-align: justify;">El ministro de Infraestructura, <strong>Alejandro Arlia</strong>, dijo que «ésta es la primera escritura comunitaria de uso colectivo que entrega la Provincia de Buenos Aires y es histórico. El gobernador <strong>Daniel Scioli</strong> nos inculca llevar adelante el trabajo de ser consecuentes con la universalización de derechos, una política que se aplica desde la gestión nacional”.</p>
<p style="text-align: justify;">Del encuentro participó además el subsecretario de Justicia,<strong> Carlos Cervellini</strong>, el subsecretario de Tierras, Urbanismo y Vivienda, <strong>Fabián Stachiotti</strong>, el titular del Instituto de la Vivienda, Pablo Sarlo y el titular del Registro de la Propiedad, <strong>Roberto Prandini.</strong></p>
<h3 style="text-align: justify;"><strong>El barrio Islas Malvinas</strong></h3>
<p style="text-align: justify;">En mayo de este año, se firmó un primer acuerdo entre la comunidad QOM y el Instituto de la Vivienda, mediante el cual se le otorga a esta comunidad Toba el título de propiedad de las tierras que habitan en el barrio Malvinas Argentinas.</p>
<p style="text-align: justify;">Este acuerdo surge del trabajo conjunto del Instituto de la Vivienda y el consejo provincial de Asuntos Indígenas que mediante el decreto Nº 3631/07 reglamentario de la ley Nº 11.331, se comprometió a gestionar la entrega de tierras “aptas y suficientes que contribuyan al desarrollo con identidad, brindado asistencia técnica y asegurando la plena participación de las comunidades durante el proceso de regularización dominial”.</p>
